the fiscal cliff. with only three days to go, our next guest says it's not falling over the cliff we should be worried about, it's how much the landing is going to hurt. brian mcginnis is the head of the campaign to fix the debt, president of the committee for responsible budget and joins us this morning from washington. maya, good morning. what do you mean by that? what are you trying to say when you talk about the landing hurting the most? >> well, the point is that the fiscal cliff is a deadline and it's an important deadline that's there to help us focus on getting a big debt deal. the sad state of play is that it appears they're not going to be successful in that. they're not going to be able to replace the cliff with a big, comprehensive debt deal that's big enough to help fix the fiscal challenges of the country. but what's even additionally troubling now is that we may actually go over the cliff. and the fact that we are going to, because of partisan fighting, and an unwillingness to tackle these challenges, do something that is really going to harm the economy and harm all of us. i

the debt ceiling in with the fiscal cliff. we have to get to next without a self-inflicted recession and take on the debt ceiling which a symptom of the national debt. if we can deal with the national debt, we can get a deal on the debt ceiling. but that is a lot of work. gerri: the war of words going on is not helping. harry reid saying it is republicans fault and somebody from boehner's office said harry reid has to talk less and legislate more. it is comical. it is simply comical what is going on. does it surprise you? >> sadly it does not surprise me too much. the truth is this. there has to be a bargain struck and not a good way to bargain to demonize the people you'll be sitting at the table with. harry reid called a speaker john boehner a dictator. republicans have fought that, they are not innocent in this. timtime to take down the verbal warfare and cut a deal sparing the fallout of the fiscal cliff. gerri: can we get anything with any meaning before the end of the year? >> not get your hopes up on a big deal on the debt. not too many tax increases, some will be in there. av

this deal may not happen next. obviously a lot of attention tonight on the fiscal cliff. we're inside 30 hours until the expiration date on tax cuts. there are other important bits of business on capitol hill before the end of the year. in other words, in the next 30 hours or so. on friday, the senate approved a more than $60 billion bill to pay for construction costs for superstorm sandy. you see the video of that here. the house still needs to vote on that legislation. it isn't clear yet what the house is going to do. molly henneberg is live in d.c. there's a holdup in the house. what is it? >> the price tag. house republicans say it's too steep. a south carolina republican congressman said he and others want to help the people hurt by sandy but lawmakers need to figure out where the money's going to come from. >> it's not paid for. i know that's a difficult conversation to have but it's a necessary conversation. if we can't come together and figure out a way to stop spending someplace else to pay for this disaster, do we hope to be able to balance our budget and fix our spending diffi

on the fiscal cliff. if we go off the cliff and stay off of the cliff when we plummet down, in the next six to nine months. if they say they are going off of the cliff now but going to fix it early next year may be markets give washington a month or two to get their house in order. if that happens we will tread water for a while but not going to see a real problem. i don't think there's a cliff on january 1st that we cannot change withholdings, keep government spending going at the rate it is going so even though they don't fix it which is the way it looks right now doesn't mean we are going to tank right away in january provided markets believe eventually washington will get it done. lori: if you look of the message a number markets today, pete sell-off, stocks piling into treasuries, gold is up and oil is backing off, you have to wonder what is around the corner. can you be bullish at all at this point? >> you can be very bullish if you look at the labour market data today, provided they get this thing fixed. find rather interesting, for lack of a better word about this discussion is if we go over the fiscal cliff there will be 1.2 trillion dollars in tax cuts over ten years which is $110 billion every year. so we go for the $110 billion for year one and what happens is next year congress decides to do what it wants anyway and scraps whatever plan it had in effect for the nine years anyway. so we pretend we have the big ten year plans but they never turn out to be ten year plans at all. >> that's true. but there is something looming in a month and a half and they will have to do something with the debt ceiling. whether debt ceiling should happen, whether or not we should even have something as the debt ceiling but we do and the democrats and the president have to do something about it. they know how strong it is. the republicans have a very, very powerful card to get what they want, which is basically a reduction in massive expenditures. we are up to $17 trillion in debt and something has to be done. and it has to be done quickly. and if it's not done properly, that's why i hate plan b an
